希拉里、川普的美國總統競選已經進入白熱化，雙方已經使出渾身解數吸引民眾，引爆輿論界。小編從官方網站瞭解到希拉里吸引人才大計劃，近期，希拉里在自己的競選官網hillaryclinton.com上公佈了各項科技創新相關的計劃(Hillary Clinton’s Initiative on Technology & Innovation)，其中一點相當勁爆，將會影響千萬STEM專業的在美留學生及畢業生。在吸引和保留全世界優質人才一項中，希拉里團隊宣稱：將會給從認證機構畢業的STEM專業外籍研究生及博士生提供綠卡!
希拉里團隊宣稱：將會給從認證機構畢業的STEM專業外籍研究生及博士生提供綠卡假如希拉里當選，政策得到推行，那麼將有不少的中國留學生受益。據美國非盈利組織「國際教育機構(Institute of International Education)」公佈新的2015年公開數據顯示，2014-2015學年間，有超過30萬的中國留學生來美留學，其中超過30%的中國留學生選擇了STEM專業。
據有關報導希拉里並非首個提出「STEM畢業生人才與綠卡訂在一起」的人，共和黨總統提名候選人米特·羅姆尼(Mitt Romney)就曾經提出類似提議，並在國會得到了兩黨的支持。按照希拉里的計劃，學生可以在畢業找到僱主時即拿到綠卡;而不需要像現在這樣先申請工作簽證，經過H-1B的抽籤，然後再等漫長的排期(最長可能有10年)才獲得綠卡。2016年，在美學習的中國留學生有30多萬，其中1/3學習的是理工科相關專業。
STEM，即science科學、technology科技、engineering工程、mathematic數學，通常的STEM專業包括工程類、生命科學、環境科學、建築學、物理、化學、計算機相關專業。
現在的STEM專業的學生已經在美國有優勢，本來12個月OPT(Optional Practical Training)國際學生實習期，STEM學生可以額外獲得24個月，總共36個月的OPT在美實習期，可以足夠國際學生可以和僱主磨合信任，找到穩定的工作。確實，當年美國政府的STEM計劃也是為了吸引人才，鼓勵學生主修工程、計算機等理科專業，讓學生畢業後可以去硅谷編代碼、做科研、搞技術創新，提升其全球的競爭力。
