昨天開始，微信就壹直像個不停，不同的聯絡人都紛紛詢問著同壹個問題，“聽說英國投資移民2018年聖誕節就要取消了？連BBC都報道了！”， 發來截圖，附帶中文說明大標題：
說實話，我本沒有如此在意這個問題，因為我往常基本上都不看，直接微信回復“謠言”二字了事，但無奈事態呈愈演愈烈之勢在發展，想想作為業內人士，我還是有必要對謠言源頭做壹個分析的，以對讀者有更進壹步的交代。於是我簡單對網絡新聞的來源做了基本了解和分析，結果卻讓人苦笑不得。
先看新聞源頭，BBC新聞報道的原標題：
Delayed Brexit immigration plans ‘due in months’
相信很多讀者都能理解這句話的意思，翻譯成中文應該是“被推遲的脫歐後移民計劃將在幾個月內出臺”。言下之意應該是壹篇介紹關於脫歐後的英國移民系統的規劃安排的新聞。
再往下看正文，我戴著眼鏡看了三遍，卻沒有看到任何關於投資移民的內容。為了方便讀者幫助壹起找，我特意把全文復制下來，並附上簡單翻譯，供大家參考。
The immigration bill would establish new rules for EU migrants to the UK after free movement ends。
脫歐後新的移民法案將會針對歐盟人士進入英國建立壹個新的系統。
An official policy document had been expected last autumn and the Times reports a “cabinet row” over delays。
針對此法案的壹份官方文件本應該於去年秋季發布，但是由於效率低下的內閣程序，被嚴重滯後。
The PM‘s spokesman said ministers were “confident” the new system would be ready “for when we leave the EU”。
首相發言人稱，首相對於脫歐時新移民系統的準備工作非常有信心。
The immigration bill was in last year‘s Queen’s Speech – it would enable the government to end the free movement of EU nationals into the UK but ministers said it would allow the country to attract “the brightest and the best”。
Last October， then immigration minister Brandon Lewis said a White Paper would be published in autumn 2017 with the bill being brought forward “in the New Year”。
移民法案是在去年女王會議上被提出的，整個法案最主要的目的是確保政府能夠結束讓歐盟人士自由進入英國的規定，但同時又要確保英國能夠吸引到“最聰明、最好的人才”。

The Times reported on Friday that Brexit-supporting ministers were putting pressure on Home Secretary Amber Rudd to speed up the bill， amid concerns ministers want to use preferential access for EU workers as a bargaining chip with Brussels in Brexit talks。
上周泰晤士報在吳的報道中稱，支持脫歐的內閣大臣將持續向內政大臣 Amber Rudd（已經下臺）施壓以督促白皮書的發布，因為部長們希望在與布魯塞爾的脫歐談判中，將歐盟工人的優惠準入作為其討價還價的籌碼。
Asked about the report， the prime minister‘s spokesman said： “We’re considering a range of options for the future immigration system which will be based on the evidence。“

Ms Rudd told the home affairs committee in March that the bill would be published “early next year” to establish new rules for 2021 – arguing that the agreement reached with the EU on citizens‘ rights had “to a certain extent” had removed the urgency。

秉承著為謠言負責的態度，進壹步追蹤上壹次謠言的來歷，我找到了有可能被解析成”取消投資移民“的幾個新聞點，也做壹個解讀，供廣大讀者參考。
上壹個最接近謠言的真相，來自於2015年底的壹個議會提案：
提出該議案的是HAMWEE男爵夫人與WALLACE OF SALTAIRE勛爵，通過議會程序，提出將Tier 1 Investor 英國投資移民方式取消。提議在移民法案第55條後加入新的法條，原文如下：
After Clause 55
BARONESS HAMWEE
LORD WALLACE OF SALTAIRE
Insert the following new Clause—
“Tier 1 （Investor） visa
（1） The Secretary of State must make rules which shall come into force no later than 1 January 2017—
- To close the Tier 1 （Investor） route；
- To close applications to extend leave under Tier 1 （Investor） to applicants in the United Kingdom before 1 January 2017。
（2） Nothing in this section shall affect leave to enter or remain of the holder of a Tier 1 （Investor） visa granted before that date in accordance with that leave。”
（1） 2017年1月1日起；
- 取消Tier 1 投資移民簽證；
- 取消Tier 1 投資移民簽證的續簽；
（2）2017年1月1日前，已取得Tier 1 投資移民簽證的不受影響。

請註意看，這是2015年底的新聞，而且整個提案根本沒有進入接下來的提交議會審批流程，在辯論階段就直接被撤回了，當然也根本沒有實施動作。因為有關鍵詞“年底”，所以被延伸到“聖誕節”。
